A balanced spreadsheet can still leave a reviewer unable to judge the request. Three gaps recur because the team writing the narrative already knows the programme and unconsciously supplies missing context.
Travel without a route
Kilometres or airfares need a delivery pattern. Name the origin, destination, number of travellers and trip frequency. If exact sites will be selected later, describe the geographic assumption used and how actual travel will be controlled.
A quotation without comparison
A supplier quote supports a number, but it does not automatically demonstrate reasonableness. State whether procurement obtained competing prices, used a framework agreement or compared the quote with recent purchases. Follow your own procurement policy.
Cost disconnected from reach
Participant materials, meals and communication costs should align with the number of people and contacts in the programme narrative. Where some participants receive a service more than once, distinguish unique people from service instances. That one distinction prevents many apparent inconsistencies.
